didn't realize this before i fixed the conflict but looks like this PR is no longer needed with #664 being merged?

Yes, this rule has been defined twice. It was inside rule for a method with and without parentheses. So in that PR I moved it inside the repository, and decided to add double splat operator to help you with conflicts. I thought you will merge it in the same order as i created pr. So you can close this PR @wingrunr21
